Big decision of Bihar Panchayati Raj Department: Ban on the headman from attending government meetings

Patna. The Bihar government has issued a new order regarding the elected women public representatives of three-tier panchayat institutions and village courts. Now no public representative will be able to nominate a husband or any other person in his place to participate in all kinds of meetings. Panchayati Raj Minister Samrat Chaudhary gave information about this new guideline. Samrat Chaudhary said that information is received from time to time that women themselves do not participate in the meetings of three-tier Panchayati Raj Institutions and register their presence through their public representatives or relatives. The department will not accept such negligence now. Not only this, the minister says that such exemption can never be given. The Panchayati Raj Minister said that it would be ensured to register the attendance of women public representatives in all kinds of meetings and for this instructions have been issued to all the officials to strictly follow them.

In fact, recently, instructions were issued by the government to all the district officials, district panchayati raj officers and panchayati raj officials of the block to convene a meeting of the newly formed ward implementation and management committee by January 15. Meanwhile, due to the increasing infection of Corona, it was banned 2 days ago. Samrat Chaudhary had directed to call a meeting after January 21. For this reason, a fresh directive has been issued to ban the nomination of a male representative of the three-tier Panchayati Raj Institutions and village employees instead of themselves.

After this order of the government, apart from 8067 gram panchayats, more than 2 lakh 47000 elected representatives of 534 panchayat samiti and 38 zilla parishad have suffered a severe setback. Along with this, the deadline set by the Panchayati Raj Department for the formation of more than 1 lakh 9000 ward implementation and management committees in the state has been extended till January 15.

Through this, the ward implementation and management committee has to select the plans of its area. The Ward Implementation and Management Committee has been given a fix to reach the tap water scheme to every household. The new public representatives have to ensure the responsibility of providing drinking water by surveying the families who are deprived of the Har Ghar Nal Jal Yojana.

Apart from this, it has been decided to implement the street plan and to the management committee. From September till now, due to the Panchayat general elections, the general work of Panchayats, from planning to Ward Sabha, meeting of Gram Panchayat general meeting and new schemes, had slowed down considerably. Now it is expected that after the instructions issued by the government, all these works will be expedited.
